If public assets are being used (ie waterlots) lets make sure that piers , jetties etc that are put there are accessible to the public. Yacht clubs will want to fence these off for security reasons but the town should insist that if they want to use the harbour (a public asset), the piers etc must be publicly accessible. Boats can be secured individualy.
